This installs over the upper bracket and covers the mounting bolt  and the bracket nicely on Volvo 240 series.
There should be one of these  covering the bracket  on every
Volvo
240 model front seat belt as these were installed at the factory.
Driver's and passenger's side are the same part / part number.
It is found to be a common problem for these to be missing form their place.
